Sorry, Evreka.  I found the quote and it wasn't Umbridge.  Molly said it to Arthur in Chapter 23 of OotP when questioning why he had his bandages changed a day early, and finding out that he and the Trainee Healer tried Muggle stitches on his wound and they didn't work so well.

(One of my favorite quotes from HP!) It was Harry who said it to Ron in GoF  Chapter 22 as he was attempting to get the courage to ask a girl to the Yule Ball.

 So now, who said it and in which book:

Excellent Potter2005! Fred makes the comment after Ron's dismal performance in Quidditch practice with all the new members. Poor Ron's fumblings were so bad even Fred couldn't make a joke about it.
